"Locked"

I don't seem to be able to read or post to a forum and my screen says locked. What does this mean?
I thought I had read previously that there was another OT meeting in 2015 in Houston, but cannot find any information today.

Was there a specific forum that you found that says "locked"?

There is a meeting in Houston that is in the early stages of planning, I believe that it is currently being considered for next spring. But I don't think that anything is definite at this point. As soon as plans do firm up any news will be posted here.
